Job Description

GENERAL DESCRIPTION

Under the general direction of the Airport Operations Manager-Airfield the Airport Operations Supervisor-Airfield is responsible for overseeing airport operations, aviation administration, and facilities management. This role includes monitoring airport facilities, safety programs, security functions, and various operations to ensure effective passenger and public services. The primary focus is to ensure compliance with Federal Aviation Administration (FAA) regulations, including FAA 14 CFR Part 139, as well as other federal, state, and city regulations.

This position requires flexibility to work rotating shifts, including days, evenings, overnights, weekends, and holidays, to meet the demands of our 24/7 operations. Requires availability for emergency call-in .

ESSENTIAL FUNCTIONS

  • Monitors and ensures adherence to all applicable federal, state, and local regulations, including FAA FAR Part 139 and TSA 49 CFR Part 1542 requirements. Implements critical airport documents and regulatory manuals, including the Airport Certification Manual (ACM), Wildlife Hazard Management Plan (WHMP), Airport Emergency Plan (AEP), and the Airport Security Plan (ASP). Works closely with management to ensure these documents remain accurate, relevant, and aligned with current airport operations and regulatory mandates. Assists in developing procedures for responding to aircraft accidents, fires, or other emergencies to ensure safety and preparedness.
  • Inspects airport facilities, including runways and lighting, to identify necessary repairs, replacements, or improvements.
  • Assists in enforcing aircraft parking regulations, monitoring compliance with applicable ordinances, and initiating corrective actions as needed.
  • Issues NOTAMs (Notice to Airmen) when required by airport conditions, ensuring timely communication of important information to stakeholders.
  • Performs daily, nightly, periodic, and special airfield inspections to maintain safety and operational efficiency.
  • Responds to airfield operational concerns promptly, addressing issues to ensure smooth airport operations.
  • Execute and support the implementation of the Wildlife Hazard Management Plan, including the use of both lethal and non-lethal firearms, trapping, dispersal techniques, and accurate documentation of wildlife observations and activities.
  • Addresses and resolves issues raised by airport tenants and the public, maintaining a focus on customer service and satisfaction.
  • Manages and supports ongoing operational and compliance-related projects. Collaborates with internal departments, consultants, contractors, and regulatory agencies to support project goals, timelines, and compliance requirements.
  • Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Standard Procedures, Rules and Regulations, and Operating Directives.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

· High School Diploma or equivalent

· Four (4) years experience in the Aviation industry

· Or equivalent combination of education, training, and experience

· Obtain and maintain position-appropriate NIMS & emergency management training

· Obtain and maintain Ramp and Movement Area (MAT) driving privileges

· Must possess a valid Florida Driver License

PREFERRED QUALIFICATIONS

American Association of Airport Executives (AAAE) Airport Certified Employee (ACE) Airfield Operations credential.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of and ability to interpret and apply Federal Aviation Regulations.
  • Knowledge of airport operations, maintenance, and other airport-related activities.
  • Knowledge of weather and NOTAM terminology used in Airport Operations.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.
  • Ability to handle restricted, sensitive, and confidential information.
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.

PHYSICAL ABILITIES

· Standing up to 6 hours per day

· Frequent lifting up to 50 Ibs 

· Occasional bending, stooping, pushing, pulling, dragging, reaching overhead, kneeling, crawling and climbing 

· Extreme exposure to weather, noxious fumes, and chemicals

· Occasional exposure to insects

· Navigate occasionally heights and confined areas

· Frequent exposure to excessive noise 

· Constant use of car/light truck

· Occasional use of weed whacker, firearms, friction tester, and reflectometer
